Dear Mr. RedRunnerGTS


Thank you for writing to me and expressing your views on the Second Amendment and the role of gun laws and their enforcement by agencies such as the Bureau of Alcohol, Tobacco, Firearms, and Explosives (BATFE). I appreciate hearing from you on this important issue.



The Second Amendment is one of the most important rights set forth by the Bill of Rights and one that is uniquely American. The Constitution states, "the right of the people to keep and bear Arms, shall not be infringed." I strongly support this right and have diligently fought to ensure infringement does not occur.



It may come as a surprise to many people, but the federal government has at times violated the Second Amendment rights of its citizens. For example, for years, the federal government--through agencies such as the BLM, the Park Service, and Fish & Wildlife—have banned citizens from carrying sidearms for self-defense on public lands. These lands are used for hiking, camping, other purposes. As you may know, the 111th Congress remedied that and passed a law that repealed those bans and authorized possession of firearms for self-defense on National Park Service and National Wildlife Refuge System lands. However, when Congress changed the law to include park and refuge lands, the bill language omitted land owned and operated by the Army Corps of Engineers.



During the appropriations process in the 112th Congress, I took action to ensure our Second Amendment right would not be infringed by introducing my own amendment to the "Energy and Water Appropriations Bill" to remedy this. My amendment, called the Gosar Gun Amendment, sought to defund a federal regulation (36 CFR Sec. 327.13(a)) by which the Army Corps enforces, creates, and authorizes its ban on self-defense firearms. My amendment passed, and I was pleased to see the Gosar Amendment included in a House passed "Energy and Water Appropriations Bill" earlier this year. I will work hard in order to see this clarification passed into law.



While the rights to both own a weapon and to defend oneself and one's property are clear and unambiguous, we must remain vigilant to ensure that government agencies, both state and federal, do not overstep the bounds set forth by the Constitution. For example, under the guise of monitoring and regulating illegal weaponry, the BATFE sometimes exceeds its scope of authority and its efforts then compromise the lawful exercise of the constitutional right to own a gun. As gun owners, however, we must ensure that those who own guns learn how to use them safely and understand the circumstances when they can be used.



Our Founding Fathers believed strongly in the principle that it was up to the citizens to both defend themselves when necessary and defend their country when called upon to do so. The prominence of the Second Amendment reflects that. As a lifelong hunter and avid outdoorsman, I have been a life-long supporter of responsible gun ownership. Rest assured, I will continue fighting for our Second Amendment right during my tenure in Congress.

Definitely voted for him. I wish there were a lot more of people like him. We need people like him in our fight

I emailed him shortly after the CT shooting, I assume it is a forum letter for those who contacted him about the issue. Either way it is good to know where he stands. He is also an A-Rated NRA backed congressmen

I have received two responses out of the three emails I sent and go figure it's the Democratic Senator I have not heard back from. She is anti-gun so I kind of expected no response.

I used to be in Gosar's district, but with the redistricting, he chose to run in a heavily R district and left me with Ann Kirkpatrick again. I emailed her a while back, so we'll see what she says.

I believe our discus sion should cover many issues. We can start by improving the existing cr iminal background check system. Currently, the National Instant Criminal Background Check System (NICS) is woefully incomplete, with many states failing to submit available records on persons who may be disqualified from purchasing or possessing firearms. With a more complete background check system, we can keep firearms out of the hands of those who have been deemed unfit to possess them.

In addition, we can take common sense measures such as passing the CAMPUS Safety Act (S. 3682), which I introduced last year. That bill would establish a national center for campus public safety within the Department of Justice to serve as a resource center and assist schools and universities in developing campus safety plans and threat assessment tools. We also need to look at changes to our mental health system so we can provide help to those with dangerous mental illnesses before it is too late. There will not be a single solution, but all of these issues and others need to be part of the conversation and I urge you to continue to express your views as we move forward.

The Second Amendment and gun violence are complicated issues and are personal to me. Our district includes communities near the site of the Tucson tragedy and it includes many rural communities with responsible gun owners who are strong supporters, just as I am, of the Second Amendment. It is my job to represent all of these folks and work with both sides of the aisle to find consensus around this important issue.

When it comes to protecting our schools, children and communities, we need to take action. There are several proposals I hope we can all agree on. For example, tougher penalties for those who engage in gun trafficking. Strengthening background checks. Improving our mental-health system. Some of these proposals are just common sense.

If Congress is serious about addressing this issue, it will need to take a bipartisan approach. That’s the only way to get something done. Thank you for contacting my office regarding the tragic shooting at Sandy Hook Elementary School, and its impact on federal gun legislation. I appreciate your taking the time to share your views with me.

As you know, on December 14, 2012, a mentally unstable gunman committed a senseless atrocity by murdering twenty students and six staff members at Sandy Hook Elementary School in Newton, Connecticut. While many Americans continue to try to rationalize this tragedy it remains clear that the inhumane and depraved actions of this individual gunman appear to be motivated solely by his extremely disturbed mental state.

On January 16, 2013, President Obama and his administration introduced a twenty-three point plan which lays out both executive and legislative proposals that would attempt to prevent future violence. As the details of the President’s proposals become more clear, I look forward to reviewing them, and working with my colleagues to find sensible solutions that respect the Second Amendment but also help us prevent these type of horrific events from ever happening again.

While I am an unwavering supporter of the Second Amendment, please know that I will seriously consider all reasonable public safety legislation that comes before the Senate.
