The candy was banned by the city of St. Paul in 2009, especially citing a study of how the product leads to tobacco use.
Robert Humphrey, spokesman for the city's Safety and Inspections Department, said this type of action is enforced on a "complaint basis" and "isn't taking time away from any major enforcement."
