Actually, they are the cumulative result of small genetic changes within a population over time.

What in this world would cause the creation of seagulls and pelicans? Any theories?

It's pretty obvious. The pelicans predecessors naturally selected for larger and larger beaks with skin flaps through the success of mutations that occur during meiosis and mitosis. Among other traits.
Traits like wings, feet, eyes ect. are homologous across many phyla. Wings work well for flight. That's why we build planes with them.

God may very well have created the universe and the precursors to life as we know it. But I believe that once he set things in motion, evolution took over. I go to school for bio, so I'm passionate about this. But I also have enough religion classes for a minor in RS. Unlike many people I think God and evolution can easily co exist. Fossil records cannot be ignored, neither can genetic similarities and things like co-evolution.
Also, we are humans, so we put a human perspective on God. We assume that everything is created with purpose. Not everything has to have a rhyme or a reason in my opinion.
