To the OP, give 4Rules' suggestion a try, if you succeed in ordering from Brownells, we might follow suit, that is, for those items not needing an export license.

Thanks 4Rules but I find it intruiging on the reason because how come mobile phones are allowed also to be shipped and most them are lithium batteries. Is it because it is highly volatile and a typical bomb component?

Lithium batteries are considered dangerous goods.
