I'm with you on this one, a headshot proves neither the proficiency nor deficiency of a round...it seems the OP is a admirer of the 9mm and is showing its efficacy with this story. Unfortunately it seems like grasping at straws.
The second story where someone was hit in the chest would do a better job of supporting the power of the mighty 9mm.

Although I am not a LEO, this is why I practice at 25 yards and further. You just never know the circumstances that may force you to shoot in self defense. You have to know your limitations with your weapons.
