I am not sure exactly what the process is. I do know that it was not easy for the shop I work for to qualify. Glock may regulate how many LE dealers there are in a specific geographic area. I will find out when I go to work next week.

I thought the difference was 10 vs. 15 rd mags until the 2004 AWB (mag cap restriction) sunset. You probably ran into one of those deals. The pistol is the same.
The '09 Glock Annual (pg. 35) says that holders of a commercial pilot license qualify for the discount under their Homeland Security Program. Are there any other requirements besides having the license?

I got one in a blue label box that had 3 full cap mags, but no lock... I don't know if it was taken out because cops don't need them, or if there was not enough space in the box, or if someone just forgot to put it in.

Consulted with a Deputy friend of mine last night and he got his Glock 22 7 years ago when the Department first issued the G22. His came with an extra magazine, NY1 trigger, Front Night Sight (standard rear) and the slide is engraved "SD SHERIFF."
Im not sure if the engraving was done by the department or by the Glock factory, but it was definitely engraved prior to being coated, so I believe it was part of the order.
