Wondering how it performs compared to the Federal Premium HST? Maybe it's the same?

They look like HST's. I wonder if Federal is testing the civilian market. My guess is some kind of government contract over run. The plain brass has me though.

I have noticed Federal with do lines of LE ammunition packaged like that from time to time. Recently some 9PBLE I bought was packaged just like that.
I think its just a lower cost alternative for agencies. The plain white box is cheaper, as is the brass.

The XM means it failed some criteria for a contract and ATK/Federal is dumping it to the civilian market.
XM = Special Product.
There can be any number of reasons why this ammo has been put out onto the commercial market.

Right. The customer could have specified a velocity variance of 25fps and the ammo runs 27fps variance, so they rejected it. Yes I've seen it before. I've put bids for large departments training ammunition. My ammunition was cheaper and more accurate but was 4fps faster than the variance allowed, so my bid was rejected. 4fps.
