When? During the Red Scare? Peoples' lives were destroyed if someone even suspected that they might be Communists. It's hard to argue that HUAAC was anything other than mob rule. Emmet Till was murdered in 1955 and his killers walked free, despite overwhelming evidence that they were guilty. How is that anything other than "mob rule"?
