My 13 year-old stepdaughter started "blooming" at age 10 and now wears a D cup. She isn't allowed to wear makeup to school, aside from a little blush, etc., but when she does put on the full paint-job, she can EASILY pass for an 18 year-old, at least as far as looks and figure are concerned.

That being said, she certainly doesn't sound or act like an 18 year-old and it would take a pretty stupid or willingly ignorant person to spend any amount of time at all with her and not realize she is waaaaay under-aged.
