Y'all are missing the point. He is not talking about the 'common citizen' of New York. He is talking about those who show cause for needing to carry, a Wells Fargo Bank employee who carries large sums of money.

The poor teller, however, is SOL on his/her way home.

Another question, why is the employee "taking money in and out of a bank or something?"
