Let's assume for a minute this is what really happens. Say BHO advocates something rather low-key. If it is accepted and it bypasses congress; it's time to worry.
That sets the precedent. Three months from now he'll try to shove through something more aggressive. Then more in the next 3 months...
I think celebration is premature.
