It's a good thing to do but states do add their own layer of bureaucracy on top of it.
I also hear that they are cracking down on the FFL holders and they have been inspecting a lot of the people who have the FFL and do transactions with it but don't have a real business where they buy and sell. They only use the FFL for personal business and acquisitions and the agents have been pulling licenses... then again, that could just be hearsay from those who gave up their FFL's since they didn't renew due to the increased costs.
