Yeah. Thirty-nine years after the CW, after the so-called "Indian Wars" and the Spanish-American War.
And I bet it was really a way to get a better grip on the Teddy Roosevelt/Rough Rider types and end semi-private volunteer regiments from forming and horning in on the glory of the standing professional military.
You can't chalk up any political brownie points if you as a professional commanding officer gets upstaged by a wild, rowdy upstart volunteer whom you have no real control over.
