This idea might work, at least in a punitive sense, until such time as the
"thugs" are either emancipated as adults by the court system due to their criminal activity(ies), or they reach the age of legal adulthood in their State of residence.
If the civil court finds that the parent owes the insurance company $XXX.XX, it no longer matters whether or not the kid is even alive the next day, the parent still owes the money via court order.
