The way I read it, someone could make a soft jacket of one of the above substances with a lead core and not violate the law, BUT
1. They would have to change their manufacturing processes. (More money to setup a new process.)
2. They may have issues with the press or with the gov. if someone shoot someone in a vest....
A few years ago a company was making a zippy little 115gr 9mm round with a thick hard copper jacket. It was capable of penetrating a vest at close range. The Gov found out and stopped the sale of the product. It cost the company millions to retool even though their product was legal, it wasn't legal.
